CONSTRUCTION PORTFOLIO OF EVENTS

In light of Egypt’s economic landscape, the construction sector has emerged as a powerhouse, a dynamic force steering the nation toward economic growth. Egypt’s government has nurtured and fostered the resurgence of the construction sector, and its evolution is a central component of its Sustainable Development 2030 Vision. The goal of the 2030 vision revolves around a commitment to modernisation, resolving urban congestion, and adopting more sustainable urban development practices.

Egypt’s President Abdel Fattah Al-Sisi said on Monday that the state has built an advanced and sufficient infrastructure over the past years by providing the required investment funding estimated at trillions of dollars, to pave the way for a better economic future.

Al-Sisi made these remarks at the annual meetings of the Asian Infrastructure Investment Bank (AIIB), which are held in Sharm El-Sheikh. He said that the multilateral financing institution may need to provide more low-cost financing to help countries with emerging and weak economies amid the difficult economic conditions the world is facing.

He also said that the AIIB’s investment portfolio in Egypt amounts to $1.3bn, and expressed his country’s aspiration for more cooperation.

Regarding the role of the private sector, the president said: “We had a huge gap in infrastructure in Egypt and we had two paths. The first was for the state to have ambitious and strong investment plans to finance infrastructure that could launch the Egyptian economy to better prospects, or to encourage the private sector to move with us in these projects.”

He added that the private sector was working with the state through its companies that carried out the work on these projects, and therefore a very large portion of the money spent was shared by private sector companies.

He stressed that the state is keen for the private sector to lead development in Egypt, and claimed that this was translated through measures such as the state ownership policy document, which aims to cancel all exceptions that were provided to the public sector from taxes and otherwise to provide justice and equal opportunities for all.

 

Al-Sisi stated that more than 22 decisions were issued to stimulate and encourage investment by the private sector, and nearly 150 projects were launched, with incentives amounting to a tax exemption of five to ten years being given to companies willing to work with the state in these projects.

Following his speech, Al-Sisi met with Jin Liqun, the Chairperson of the AIIB. The president affirmed Egypt’s appreciation for the distinguished relations with the bank as a partner in the development process, expressing his aspiration for more cooperation in the fields of transportation, and clean energy, and supporting the transition to a green economy.

For his part, the Chairperson of the AIIB expressed the bank’s keenness to continue strengthening the investment portfolio in Egypt, especially in financing infrastructure projects in various vital sectors.

The landmark facility is set to be one of the largest of its kind worldwide. A Masdar-led consortium has joined forces with Egypt’s New and Renewable Energy Authority to secure land for the construction of an enormous 10 gigawatt (GW) capacity onshore wind farm with a value exceeding $10 billion.

Masdar, a leading global player in clean energy, is spearheading the initiative in collaboration with its partners, Infinity Power and Hassan Allam Utilities.

Once operational, the wind farm will produce a staggering 47,790 GWh of clean energy annually, slashing Egypt’s carbon emissions by approximately 9% and displacing a colossal 23.8 million tonnes of carbon dioxide per year.

The ambitious project aligns with Egypt’s strategic objective of sourcing 42% of its energy from renewable sources by 2030.

By achieving this target, the North African nation is estimated to save a remarkable $5 billion in natural gas costs annually.

The original agreement to develop the 10GW wind farm was signed by the Abu Dhabi-headquartered Masdar, Infinity Power, and Hassan Allam Utilities during the UN climate change conference, COP27, in Egypt last year.

The presence of the presidents of the UAE and Egypt added weight to this milestone event.

In March, Masdar became the largest operator of renewables in Africa after its joint venture with Egypt’s Infinity – Infinity Power – acquired Lekela Power, a renewables developer with operations across the continent.

The Abu Dhabi group also demonstrated its commitment to African nations by signing deals to develop renewable energy projects with a combined capacity of up to 5 GW in Angola, Uganda, and Zambia, in January.

The country is seeking long-term partnerships and investments in water desalination projects, according to Deputy Minister of Housing for Infrastructure Affairs Sayed Ismail

Egypt is targeting a desalination capacity of around 8.8 million cubic metres/day (m3/day) by 2050 at a total investment of $8 billion, the country's Deputy Minister of Housing for Infrastructure Affairs said.  

Sayed Ismail outlined the government's plans for developing Egypt's water and wastewater sector during his address at the eighth edition of the Builders of Egypt forum in Cairo.

He said the 2050 target encompasses 11 governorates, adding that the first phase aims to achieve a desalination capacity of 3.3 million m3/day in the programme's first five years [by 2025] and reach 5.9 million m3/day in the next phase.

The minister said Egypt seeks long-term partnerships and investments in water desalination projects.

Ismail also disclosed plans to increase the 10th Ramadan Water Plant's treatment capacity from 600,000 m3/day to 1.2 million m3/day as the plant serves neighbouring regions and some parts of the New Administrative Capital.

His speech also included data points on Egypt's water and wastewater sector.

The new Egypt project is valued at 160 billion Egyptian pounds ($5.25 billion).

Egypt has announced plans to build an artificial river, spanning 114 kilometres in length. The project, which is valued at 160 billion Egyptian pounds ($5.25 billion), will be the longest of its kind in the world.

The national project, titled the ‘New Delta,’ will include two individual projects as well – ‘Egypt’s Futrue’ and the ‘South of El-Dabaa Axis’.

This will help in the expansion for the cultivation of strategic crops, which will thus reduce bill imports, which worsened due to the Russia-Ukraine conflict.

According to a report by Asharq Business, the agricultural land to be cultivated from the Egyptian project is “2.2 million acres, and that the supply of water to the river will depend on the recycling of agricultural drainage water and groundwater.”

The project, which is in close proximity to airports and ports, will also reportedly open job opportunities, along with achieving food security and import substitution.

However, the main objective of the project is to expand the area of agricultural land in Egypt, as Egypt is the largest importer of wheat in the world.

Egyptian President Abdel Fattah El-Sisi also said that the New Delta project will be the largest project in Egypt’s history, and will be located along the new Rawd Al-Farag-Dabaa axis road.

According to the State Information Service website, the project aims to “provide high-quality agricultural products at reasonable prices for citizens and export the surplus abroad, which contributes to reducing imports, saving hard currency and achieving sustainable development goals,” in addition to providing about 10,000 direct jobs and more than 360,000 indirect jobs.

Recently in March, Saudi Arabia also revealed its plans to build a ‘river’ longer than the Nile, which will be four meters deep, 11 meters wide and 12,000 kilometers long.

As per popular Saudi reporter Ahmad Al Shugairi’s TV series Seen, the project will use anti-corrosion pipes, with each pipe having a diameter of 2.25 metres.

Egypt’s ambitious development of 20 new cities has led to a surge in investment, propelling the country’s real estate market to new heights.

 

Despite headwinds and economic turmoil associated with the currency devaluation in Egypt, the value of projects awarded in 2022 represented approximately 21% of the total value recorded in the MENA region, indicating a year-on-year spike since 2020.

This was attributed to a record inflow of foreign direct investments (FDIs), which increased by 71% for the fiscal year 2021/2022, as well as regional developers investing in critical infrastructure projects, highlighting a resilient real estate sector.

Although the International Monetary Fund (IMF) lowered its prediction for Egypt’s real gross domestic product (GDP) for 2022/2023 to 4%, Trading Economics recorded that FDI in the capital had reached an all-time high of $7.7 billion in Q1 2022 after merely averaging $2.8 billion since 2002.

The pace of investment is driving the development of the real estate sector, as Egypt is commencing the development of 20 new cities, while also redeveloping some of its existing stock.

Furthermore, Emirates NBD Research predicts privatisation, and the sale of government assets will catalyse further future investment inflows, which are mainly forecasted to come from substantial financial support in the form of FDIs from the GCC countries.

Post-COP27 growth

Laura Morgan, market intelligence lead for the Middle East & Africa at JLL, said: “The record inflow of foreign direct investments coupled with regional developers investing in critical infrastructure projects has helped Egypt’s real estate market remain resilient in 2022, despite headwinds and economic turmoil associated with the country’s currency devaluation.

“Egypt is commencing the development of 20 new cities while redeveloping some of its existing stock, which demonstrates the strength of the country’s construction sector. Egypt recently hosted the COP27 climate talks, and data suggests that the region has improvement opportunities associated with decarbonising the construction sector and implementing real estate sustainability assessment.

“Whilst countries in the region are currently focusing on their paths to Net Zero targets, Egypt has pledged to update its climate plan by June 2023, including a long-term strategy that explores a net zero target.”
